Overview

The Directorate of Collaboration, Linkages & International Relations (DCLIR) is a strategic unit under the Office of the Vice-Chancellor, Adamawa State University, Mubi. Established in March 2025, the Directorate is responsible for initiating, coordinating, and managing institutional partnerships that advance the University’s mandates in teaching, research, innovation, and community service. DCLIR provides a structured framework for positioning ADSU within national, regional, and global academic networks.

Director’s message

The Directorate of Collaboration, Linkages & International Relations (DCLIR) is headed by Professor Musa Samuel Jerry, a seasoned academic researcher, and finance professional with extensive experience in institutional development, partnership management, and public financial systems.

Professor Jerry is a Professor of Accounting and Finance at Adamawa State University, Mubi, with core expertise in access to finance, public financial management, corporate governance, sustainability accounting, portfolio and investment management, and entrepreneurial finance. He has over three decades of combined experience spanning academia, banking, consultancy, and public-sector capacity building. Prior to his appointment as Director in June 2025, he served in several key leadership positions within the University, including Head of the Department of Accounting and Deputy Dean of the Faculty of Administration and Management Sciences.

An accomplished scholar, Professor Jerry has authored and co-authored over thirty peer-reviewed journal articles and conference papers, with research outputs addressing governance, financial reporting quality, sustainability, and banking sector performance in Nigeria. He has supervised numerous postgraduate theses at MSc, MBA, MPhil, and PhD levels and has participated in international academic conferences and professional training programmes.

In addition to his academic credentials, Professor Jerry brings strong industry and development-sector experience, having worked with Zenith Bank Plc and served as a consultant to development agencies and public institutions on financial inclusion, investment policy development, and institutional capacity building. He is a member of several professional accounting and finance bodies, including the Institute of Chartered Accountants of Nigeria (ICAN), the Association of National Accountants of Nigeria (ANAN), and the Chartered Institute of Taxation of Nigeria (CITN).

As Director of DCLIR, Professor Jerry provides strategic leadership in initiating, coordinating, and strengthening local, national, and international partnerships that align with Adamawa State University’s vision, National and international best practices, with a focus on research collaboration, staff and student mobility, resource mobilisation, and community-oriented development initiatives.

  • Identification and development of strategic local, national, and international collaborations.
  • Negotiation, formalisation, and management of Memoranda of Understanding (MoUs) and related partnership agreements.
  • Coordination of staff and student mobility, exchange, and collaborative research programmes.
  • Support for visiting scholars and international students under approved partnership arrangements.
  • Dissemination of information on collaboration, funding, fellowship, and exchange opportunities.
  • Monitoring, evaluation, and periodic review of partnerships to ensure relevance, effectiveness, and alignment with institutional priorities.
